Sellers payment

Hi

Do sellers receive their payment as soon as the buyers pay, or do they have to wait for successful tracked delivery confirmation?

The reason I ask is because I’ve had 2 items recently that the seller has only provided a tracking number which only says ‘we are waiting for the parcel’ ie. it’s not been dropped off or collected by Royal Mail, does providing a tracking number only, enable them to receive my payment?

This was eBay's announcement re the new payout system:

From 6 August, we’re also making it easier and faster for our more experienced sellers to receive their funds. This means you can get your funds within 24 hours of the buyer paying. To qualify for faster payment, all you’ll need to do is:

• Complete at least 10 sales with a total of £150 or more within the last 5 years 
• Maintain 2 or fewer cases in the last 12 months 

Otherwise , payouts may be held for a minimum of 14 days.
