If the item has been tracked showing as delivered, then the seller is no longer responsible ,and it could well be the item was stolen or mis delivered.
You could try opening a case of not received with ebay,but if the sellers adds tracking to show delivery to the case, it will automatically close in there favour.
Your payment provider would then be the people to contact for help

What counts on eBay is what the postal tracking record states.
eBay can't and doesn't attempt to investigate deliveries. They go by the tracking record, and if this states that the item was delivered the seller is not held responsible for providing a refund or repacement.
Delivery issues have become one of the biggest risks for buyers on eBay. eBay even treats attempted delivery as being successfully delivered, even though it wasn't! Parcels can be delivered to the wrong address, or left on the doorstep and stolen - this is a growing problem, and not covered by eBay's money back guarantee.
The police in some areas have advised buyers at high risk of parcel theft to use click and collect services instead. Or some sellers offer in-store collection, although this is not without risk either.
Always be aware of the risks when buying on eBay. It is not like buying from the shops.

My next steps would be to check the tracking - are there GPS co-ordinates or a photo?
Then, contact the courier/Royal Mail to see if they can shed any light on the missing parcel.
