Seller said reserve not met?

Today I won an auction and paid instantly.  An hour or so later the seller messaged me and said that the reserve was not met. Obviously there was no reserve as I would not have won the item.

The seller then said I would have to contact PayPal for a refund.  This is not the case as the seller would need to refund on their listing.

I can't  request a refund as ebay tells me to wait until the 5th before I can start the process.

I have reported the buyer as listing against eBay terms.

The buyer has since asked me to up the price if I want the item.

Is there anything else I can do with regards to asking for a refund straight away as its now obvious that the buyer is acting dodgy.

Tell the seller to issue a cancellation and the refund will be issued in the process.    That way they will get their fee back from ebay.   If they don't do that you will have to wait until the estimated deilvery date has passed before you can start a "not received" case to get your money back.

No, unless the seller cancels the sale (which they can do at your request without being penalised by eBay) you will have to wait until after the latest estimated delivery date before opening a money back guarantee case.

Incidentally, all refunds have to be made through eBay, so according to how you paid it can range from a few days to around a month before you receive the money (refunds to credit cards seem to be the slowest).

Be sure to leave appropriate feedback, but keep it short and factual and do NOT make any mention of involving eBay

Since eBay increased the permitted length of feedback comments more and more buyers are having their feedbacks removed. They rant on until they say something that isn't allowed, when a canny seller will report the feedback to eBay for removal. And it's the buyer not the seller who gets a policy violation warning from eBay!
