Seller refusing refund

Hello. A seller is refusing to refund me although they’ve admitted liability but they keep going on about they’re awaiting a response from the factory for the last month and trying to find a way to contact eBay customer services on the app is impossible

You have 30 days after delivery date given to open a formal Return ( 'Item not as described' etc,) case  --- follow the instructions carefully and escalate case to eBay on day 4 for their assistance in obtaining a full refund  >
