Seller partial refunded claiming item was damaged

I recently purchased some headlamps for a vehicle but one would not illuminate on full beam. The seller offered a £5 refund which I declined. No offer of a replacement either. The initial contact from the seller stated if there was a problem with the item not to go through eBay’s return process as it would affect their selling on eBay!! Of course I followed the correct procedure.
Have heard nothing since December 28 until he issued a partial refund yesterday, half the purchase price, claiming the light was scratched. It was in perfect condition when I sent it back.  

I believe the seller has dishonestly photographed a damaged light to get out of refunding in full.  EBay have said that it’s too late (as the seller has purposely dragged it out) and they won’t be doing anything to help.  Thankfully I’m only out of pocket by £17 but that’s not the point. I won’t be buying anything else on eBay that’s for sure. No wonder they’re advertising on TV. 

Is there anything else so can do, I feel ripped off?

' eBay say it's too late',  but who did you speak to at eBay Customer Services ?  Unfortunately,  one can receive different responses from different agents.

I do recommend trying them again,  there's nothing to lose,  but do so only very first thing in the mornings of next week,  when the lines first open at 8 a.m. as there's more chance of Dublin answering.

9 a.m. to 6 p.m. on weekends.

As said,  I recommend contacting CS very first thing in the morning, when the lines first open,  as there's more chance of Dublin answering.
