Hi there I bought a sad card off eBay which didn’t work messaged the seller who said send proof which I did and that I’m not using it properly. It still didn’t work. I then messaged the seller again who didn’t reply and I then asked eBay to come in. Next day got a message he will refund and he closed the case. 48 hours went still haven’t received the refund and now has stopped responding and I can’t seem to get eBay back involved as the case is closed. Please help

Did the case close with a refund? If eBay have sent you a message that a refund has been made, refunds are not instant, and go back to original payment source. If you paid with a credit card it will go back to that card account, and can take up to 30 days to appear.
If you have not received any message from eBay that a refund is being processed, then a seller cannot close a case for item not as described, but you must escalate, ask eBay to step in , and they'll force the refund. Listen to no more excuses from the seller, just escalate the case.
The only way a case will close is if you let it time out, and didn't escalate in time.
Another case for the item cannot be opened with eBay, and you would need to then turn to your payment provider for help with your refund.
