Seller is too busy to ship my item and has refunded me without my agreement

I bought a ring on 12 May. On 13 May I got an email to say the seller was packing my item. I messaged on 17 May for an update as there was no tracking. She replied with a story about having to leave London, had had a very stressful week, apologised and offered to refund me.

As I don’t want a refund, I want the ring, I declined and said I’d wait for it.  On 19 May I got an email to say I’d received a refund and a message from the seller saying she had to leave London again so wasn’t able to post it. She says she will relist it as a buy it now when she has time and offer me first refusal at the original price I paid but I have guarantee that will happen.

Just wondering, can buyers get away with that? London isn’t the only place in the UK with post offices.

Of course this is not a good way for a seller to behave but the seller cannot be forced to complete the sale and send you the item.

At least you have your money back so you can find a more reliable seller.

You can also leave feedback for the original seller to convey your disappointment and irritation at being messed about.
