Scamming buyer in the US got a full refund and to keep my item

Sent a brand new with tags, immaculate item to a buyer in the US. It’s a very hard-to-find item that we had owned for many years.
 I  then received an awful, extremely rude message in a return request accusing me  of sending a ‘putrid smelling’ item and ruining their son’s birthday.
On ringing EBay customer service, I was told to offer a partial refund for dry cleaning (even though I knew it was perfect!)

The buyer refused this and EBay sided with the buyer - stopped my funds and gave them a full refund as well as keep the item!!!!! 
in total disbelief, I rang ebay who “thanked me for 24yrs of loyal customer” and offered to pay me back the money. 

I appreciate I got my funds in the end, but I was still angry that the buyer had fraudulently got a refund and kept the item.
fast forward to today when I decided to check the buyer’s items for sale…they are now reselling my item. They even mention that the item was bought from overseas and still “smells like brand new”.

Is there anywhere to report this and to make other sellers aware of this fraudulent scammer?
