I am not sure I am in the right place, but I had basically put an order in for a e-bike, but later realised it was not EU legal, I had cancelled the order since it had no been registered as shipped yet, then that cancellation was rejected and I had then received a direct message in summary saying ‘we need to intercept the parcel as it had been shipped already and then we can process a refund’ a day later they had confirmed they had intercepted the parcel and will process a refund to the payment account, this being Klarna, but my order has not be updated to say it has been cancelled or refund in progress it still says it is being posted. Am I being scammed?

Look up the estimated delivery date on the listing and when that has passed select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later to get a full refund.

Sounds like they're trying to, as I cannot see how they intercepted the parcel, unless it had not left the Post Office.

 

Your money is safe, under eBay's 30 day MBG,  Money Back Guarantee policy.

 

If a reasonable time passes the item's last estimated date for delivery,  you open a case for item not received.

 

If you do receive at , as you have found out it's not EU legal / safe,  you open a case for item not as described. 

 

Cases give the seller 3 days to either refund you,  or send enough postage cost for the return of the item.

 

If neither happens after 3 days,   you escalate the case to eBay, they step in and force the refund.

 

Never close the case on any excuse or promise the seller may make, and do not forget to escalate.

So long as you follow procedure given by peaseblossom you will lose nothing. It was foolish of seller to delay refunding, as I doubt he has really dispatched, but do nor close case on any promises from seller.

Remember to leave feedback after getting refund.
