I purchased some 24 volt LIFEPO4 batteries that were sold as 24 volt 2.6Kw when they were tested they were only 21.9 volt and no good for my system. I requested a return as "not as described" but the seller has refused my request with no reason and the has been closed with no appeal.

Was it still within 30 days of delivery date?

No just outside,  They arrived here on 10th Nov. I only opened the packages and tested them yesterday and sent the request as soon as I found they were incorrect.

You have 30 days from receipt to start a return through Ebay.

Outside of that, Ebay won't do anything.

You could try your payment provider.
