I bought hoover it's not working

You have received an item not as described,  so you are guaranteed a full refund under eBay's 30 day MBG,  Money Back Guarantee policy,  if you claim within 30 days of the item's last estimated date for delivery.

You then go right of the item in your Purchase History,  and from More Actions select Return this item,  selecting the reason...  Item Not as Described.

The seller has 3 days to accept the case,  if they don't ,  you need to  escalate on day 4,  or within 30 days,  and eBay will step in and force the refund.

If the seller wants the item back first,  they need to pay for a fully tracked return postage.  On receipt of their item they have 48 hours to refund you.  Again,  if they don't,  you escalate the case.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.

however you need to be very careful because if sellers report you regarding the amazing amount of negatives you leave you could have problems.

Most of those negatives you seem to leave, would have easily been solved by using the money back guarantee. Having a record of leaving negatives instead  of using the proper means of dealing with problems, just tells sellers to avoid you as you have no idea of how ebay works.

You bought this on 7th December so you need to start a return case very promptly as you only have exactly 30 days after the delivery date to open a return request.

In future, when you buy an item like this, you would be wise to buy from a properly registered business seller with a legal returns policy rather than a private seller who currently has 45 vacuum cleaners for sale.

You didn't buy the item from me so you don't send it to me, but to the seller,  and only if you are within 30 days of the item's last estimated date for delivery.

I can only repeat what you now have to do,  which is.....    Go right of the item in your Purchase History,  and from More Actions select Return this item,  selecting the reason...  Item Does Not Match Description or Photos.
