I have had my request for a return accepted and the refund is in progress, but have not received a return label. I notified the seller who told me to contact ebay myself. I cannot see a way for me to do that, other than by making a complaint about the seller. Why would I have not received a return lable - I have checked in Messages as have not been sent one.

If they have refunded then you can't get a postage label through eBay anymore.
If the seller wants it back they need to send a label, or the money for one, outside of ebay.

Why are you returning? This makes a difference as seller provides a reply paid label if it is a not as described return. If change of mind the buyer pays for return.
If you have opened a return then you escalate the case after 3 days if seller has not responded correctly.

It was a not as described return which the seller eventually accepted. He has repaid me so I am not sure if I can escalate it as it has been resolved as far as I am concerned - I just need to be able to return it post free
