How do I unrestrict my account? No idea why it is as I hardly use ebay

If it's just buying there are also activity limits for new buyers.   Adding a credit card to your ebay account for verification should help.   In your My eBay go to Account tab, towards top left > Payment information > Payments > click on Add Payment Option.
