Restricted item

I have just attempted to list a Haynes Workshop Manual (Lockheed SR-71 Blackbird Aircraft).As i pressed "List Item" i had a RED box appear telling me it was a restricted/classified (US law) item and cannot be sold on Ebay !!.Do not attempt to try again to list this item ???.If you search Ebay there are many of this item for sale ???.  Help.
