I have had to provide a full refund to a buyer for an item that the Post office failed to deliver. On claiming, I am told the Post office will refund me with postage stamps. They are no use to me as I don't use postage stamps! Apparently, they only give stamps when the claim is less than £20 - which must cover a huge number of Ebay transactions. Surely we should be refunded properly when, in the wording in their email states that the Post Office has privided a service failure. How can this be fair?? Is it legal??

Who told you this?
Whilst it's true some have had a book of stamps for a refund, but perhaps it depends on the amount being claimed? How much is your refund ?
I had to claim for 2 lost items, and both times , it did take a few weeks, I received a full refund in the form of a cheque.
The amounts, cannot remember exactly where for amounts approx. £15 - £19 .

This is what I got when Googling it:
If Royal Mail has lost your post and you were refunded in stamps, it's likely means you either didn't provide sufficient evidence of the item's value or that the item was deemed to have no intrinsic value. You can try to rectify this by providing additional evidence, such as receipts or proof of purchase, to Royal Mail.
