Sounds as though tracking did not show as delivered, buyer opened a not received case and under the terms of the buyer protection for which the buyer pays, ebay refunded.
May have been delivered after ebay refunded, I cannot see this money making scheme of ebay’s lasting in present form as it is open to all sorts if abuse.
