Refund

I purchased an item that was never dispatched by the seller. It appears that they have done this to numerous others too.
I, by my error due to finding the app a little confusing, put in for a cancellation rather than a refund. Now I am unable to get eBay chatbot to let me do anything else, although it did offer me a partial refund whereas I obviously want all my money returned. 
How can I get around this? 
Seller is not responding to messages either.

If you wait for the cancellation request to expire, and for the expected delivery date to pass, you should be able to open a case for item not received.

The cancellation request will expire in 3 days but you have to wait for the last estimated delivery date on the listing to pass and then select "Report an item you didn't receive" on here:

Escalate it 3 complete working days later to get the refund.

Thank you very much for your reply. Today is the third day so hopefully tomorrow I'll be able to raise the case.
