The seller has dispatched my order too completely wrong address, I wish too have a refund

Check at > My eBay > Account > Personal information > Addresses --- to see that your delivery Address given there is correct ?.

You must not publish any personal details in a public place.
eBay would have provided that address, and the seller must ship to that address. If it wasn't correct at checkout, then it should have been changed before payment was authorised.
