I have to pay the buyer a refund but I removed the money I got how do I add money to my ebay account to pay the buyer

Refunds have to be managed through a case.  Or by you cancelling the order preferably with the buyer's consent.

If there is no money in the Available section of your Payment Summary,  then eBay will use the back up source you have registered for this purpose, which is usually your bank account.
