You could contact the seller again and tell them you closed the case in error and you will be asking your payment provider to step in.
If they still don't refund you, ask your payment provider for help.

Ebay only gives you one go at an item not received case so you can go no further with them. That's why they give you a warning before closing one.
Depending on value you could try your funding source for help.

The seller doesnt help
When and how did you pay? If by Payal, as you have closed the eBay case you may still be able to file a dispute under PayPal's buyer protection policy. The time limit is 30 days.
Failing this, try your payment provider (for example, credit or debit card issuer) if this is how you paid. Their time limit will be longer, typically about 120 days.
eBay accepts several other methods of payment. If you paid by one of them, check whether they provide their own buyer protection scheme. Some do.
