Refund reversed

I issued a refund for an item delivered late on the advice of EVRI however it was delivered 2 weeks later . Can I issue an invoice to the buyer? Thanks .

You haven't mentioned whether this refund was made through eBay - not that this matters much anyway. eBay does absolutely nothng to support the seller whn buyers get a refund, and then keep the item was well when it arrives.

You can't send them an invoice through eBay, because as far as eBay is concerned they don't owe you anything. But you can certainly send a personal invoice - or a payment request through Paypal, if that's how they paid. Good luck, I hope you have an honest buyer.

Not through eBay,  as that transaction was closed with a refund.

Send the buyer a message to say you are pleased to see tracking has now shown delivery could they please repay you and this can be done by cheque,  bank transfer,  a PayPal Friends and Family Payment,  or you can send them a PayPal invoice.

Nothing though,  to enforce them to repay you,  you need to relay on their honesty here.
