Refund request

Hello everyone,

I bought a portable air conditioner de'longi pinguino from an eBay seller  and
paid for it £320.88 plus transport with ups £37.86(the seller requested me to pay for delivery) in total £358.74.
Unfortunately I received my air conditioner totally broken and with heavy
leakage due to the poor service of the ups delivery staff. I contacted ups
immediately and they send a driver to collect the broken air conditioner and
gave me a tracking number. I submitted a complain against ups negligence but they play me fool and closed the case without informing me and without any outcome. They didn't repair the broken air conditioner or paid me the the full amount as they promised me to do so. 
I raised the case to Citizen Advice Bureau and Trade Union and was advised to request a refund from eBay using my buyer protection. I was given reference number from Citizen Advice Bureau which I need to use as a reason why I am requesting refund. However, I am not able to open a refund case in eBay for this order as it say that is closed status and cannot be open. How can reopen the case and get refunded?

I shared all pictures  I did before UPS collected the damaged air conditioner  via google drive because eBay does not allow me to post them all.
