Refund for product not received

Good morning, I purchased an item on eBay. 
the seller contacted me to say that the item was not longer available.

eBay have taken my money, but not passed this onto the seller, as I have been in contact with them and they have not dispatched the item. 

Can anyone tell me how to get my refund from eBay, as they just keep directing me to the seller, that doesn’t have my money ?

Assuming the seller has not actually cancelled the sale you need to open a case for item not received the day after the expected delivery date.
