Recalled product

Two years ago I bought led strips 26-10571-77565 and they have been recalled. The seller will not help with a return label or refund. 
what do I do?

eBay's deadline for claims remains at 30 days from delivery date.   I'm afraid they won't help with a refund and you're too late to apply to your payment provider.

Obviously I did not know there was an issue till told recently by email.
Can I appeal to someone at eBay to try to help?

No, sorry.  There's no way ebay would do anything.   They don't even help with warranties just after their 30 day deadline.
