We don't know when you bought this. If within 30 days of delivery you can use eBay's money back guarantee.
After 30 days any responsibility under the recall notice rests with the seller. If they're in China I would bin it and write it down to experience. eBay warns buyers in the user agreement that that they don't guarantee that items sold here will be truthdully described, safe or even legal. (Would you have bought it from a shop that said this?)
We don't know how or when you paid, or the value of the drill, but if you paid by creidt or debit card it's worth asking your card issuer whether they can help.
