I received recall notification from eBay. These are no information of refund matters.
Seller and eBay didn't respond for a month.
How can I get the refund?

Far too late for ebay, but you could try your payment provider.
Ebay never gives details for refunds, they are notified of recalls and pass on to buyers. It is possible that recall does not even apply to your model. Suggest contacting manufacturer, but if they are in China for example, doubt you will get far.

Yes, eBay must keep a database of past sales because they regularly pass on recall notices for items sold here.
The point to remember is that eBay doesn't sell anything. Once their own 30 day money back guarantee has expired, any problems with an item are the respnsibility of the selller. Unfortunately many sellers on eBay don't want to know.
This shouldn't come as a surprise. eBay even warns buyers that they don't guarantee that items sold here will be truthfully described, or that they will even be safe or legal. That's quite a risk to take - would you have bought from a shop that stated this?
Buying from unknown sellers on eBay isn't like buying from the shops. eBay is a jungle. If you can't find a way to sort this out you may just end up having to bin the item.
