Have you closed the first transaction down first? That is issued an unpaid item case, from Resolution Centre, and closing it 5 days later.
Your selling fees are then refunded, the buyer gets a non payment strike, and only then, should you offer to next higher bidder.
You will find that option from More Actions drop down list to right of the item sold.
