Dress not the size advertised

I bought a dress 4 weeks ago advertised as a size 12. I left positive feedback as the item is beautiful in great condition etc. However i just recently tried it on and found it far too small. When i checked the sizing its s size 10 and not the size 13 as advertised. Do i have grounds to request a refund?

If you bought from a Business seller you can return for a change of mind.

If bought from a private seller there not obliged to accept returns for a change of mind.
