Buyer no longer wants item

I think I have read that if a buyer lets you down you can offer the item to the next highest bidder. Can anyone tell me how to do this please ?

If a Buyer doesn't pay - After 48 hrs, you can Open an unpaid item case. (Close after 5 days to get your final value fees credit, by selecting buyer didn't pay)
If Buyer still hasn't paid they get an account defect, which helps stop silly buyers wanting to cancel for no good reason.
Neither party can then leave feedback either.

After closing case you can choose to relist or make a second chance offer

You should never simply cancel transaction as it could leave you with fees & a selling defect.
