I am trying to sell an item. The buyer is USA based, i'm UK Based. However when they try to buy the item it they get a message stating 'The seller doesn't currently post to: NY, United States. You can update your delivery address or request postage your location.'
I have no restrictions on delivery locations. I also just sold and sent the same product a couple of weeks ago to a different buyer in the US.
Has anybody else had the same issue, and if so do you know the resolution? Or is it really a problem with the buyer address?

No doubt it comes down to tariffs. In theory unless tariffs are paid in advance item will be returned undelivered.

I was of the impression that is all calculated and billed to the seller through the global shipping program at check-out?

The tariff is different to import fees, which are paid by the buyer at eBay checkout.
If sending via Royal Mail the seller pays the 10% tariff fee plus the £1.50 admin fee (50p if postage label bought online from RM website).
DHL and FedEx offer duty paid at the buyers end, though the buyer may not be agreeable to this and refuse the item unless they're well aware of this fee.
