I came across such a case on eBay, the seller clearly declares himself as a shop but under the guise of a private seller. His 'shop policy' gives you only 2 days to return but only if something is broken. As for me, it's a pure scam, and on top of that, these things are not that cheap.

Private sellers can have a shop on ebay and private sellers do not have to accept "change of mind" returns.
Buyers always have 30 days to return "not as described" items, regardless of any disclaimer a seller might have.

May not be a scam, but ebay do eventually catch up with this sort of seller who is obviously not a private seller.
Making up their own rules generally rebounds on sellers like this, and it could prove costly to the seller.
Using tracked 48 which provides cover of £150 for a £1900 item, is just an example of how seller can come unstuck.

I am sure eBay will catch up with that seller very soon with statements like this on their listings;
”Note: I have extensive experience selling on eBay with my business account KTT Camera Gear LTD. Due to high fees and platform changes, I will no longer be listing my products on my business account. You can still check my feedback there for reference”

I assume you have reported them for fee avoidance? I have.

I've already done that, not only on this account but as you can see it doesn't help...
