I watched an item of a set of 4 for £80 I later received an email of ebay stating the item has now been reduced by £60 from £80 to £20 I bought the item and received 1x of the set. I believe this is an error on ebays part as the listings contents had been changed not the price. It was now a listing for individual items not the set.

Did you read the listing?
Even if you are sent an offer/details of a reduced price, you still have to read the listing.
I can't find the listing, but I would guess that it states on there somewhere that the price of £20 is for a single wheel trim.
You bought one, paid for one and got one.
If it was a business seller, you will be able to return it for a refund.

I have not seen the listing, but anything sent by ebay would be based on the ad. Ebay does not make up prices and quantities.

If you want to pursue this with Ebay, then you should contact them.
Clearly, the original deal was 4 for £80.
Then, the seller changed the listing to selling them individually for £20 each.
You were watching the item.
Ebay (a bot/automated system) picked up the lower price and informed you of it.
Unless the seller is prepared to send you a further 3 wheel trims for free, your only route is to open a return and send back the one you received.
I really can't see that Ebay are at fault or that they will do anything. Sorry.

The screenshot indicates that you are correct it says -
Price reduced by £60 for 4 X Citroen C1 and 4 X Citroen C1 S... is reduced to £20
4 X means four.
If the seller meant £20 for a single then there was no price reduction.
