If the item was not described correctly select "Doesn't match description" and escalate it to eBay after 3 complete working days. If you're already started that just escalate after 3 days.

You need to open the relevant case for the seller to send you that label. Have you done this? The seller may see you are new and fobbing you off with excuses that eBay send you that label.
Go right of the item in your Purchase History, from More Actions on the right select Return this item. I'm presuming it's not as described, so select the reason .... Does Not Match Description or photos.
This gives the seller 3 days to accept and send you that label through the case details.
If they don't, just escalate the case, ask eBay to step in and they'll force the refund.
Listen to no excuse or promise the seller may make to close the case early, never do this, and do not forget to escalate on day 4 if there's no refund, or no label.
