If you opened a return request for item not as described/damaged, a refund and return postage label, and didn't get either, then you just escalate the case within 30 days of opening and ebay would of either sent a label or refunded you.

If the return was for a change of mind, then a buyer does have to pay for any return postal costs.

Did you open a case through Ebay?

If you do, they expect the seller to provide a label and if they don't, you can ask Ebay to step in and help you.

When that happens, Ebay usually provide a label on the seller's behalf and charge them or they refund you without needing you to return the item.
