Postage of Large Letters with less than £20 Value

I’ve got a lot of small items to sell, that would either fit into a normal or large letter. 
Now I find the only option is the £2.72 Tracked Large Letter via Royal Mail. The Untracked £1.55 option has gone , when this covered us up to £20 anyway. Many of my items will be £2.99 , but with buyer protection and postage the buyer would pay double that !

What happens if you offer Free Postage and get a £1.55 label yourself instead of paying eBay the £2.72 ? Of course it would look like it hadn’t been posted to them and when would they release your funds in that case ? 
Does anyone have any ideas ?

Postage of Large Letters with less than £20 Value

If you buy your own label you need to generate the original unused label to mark as dispatched.    But the items need to be sent with a tracked service in order to receive the refund for the unused SD label.   Not sure if that includes the delivery confirmation number supplied by Royal Mail.
