It is an eBay issue, as they have grouped the Channel Isles into Europe so if a seller has Europe as a place they do not post too, then it will exclude the Chan. Isl. !
Some sellers exclude the Chan Isles, if they use Evri this adds an excess postage cost , but here, if they exclude Evri and just have Royal Mail as their postage option, they charge the same postage to the Channel isles as they would if you sent an item to your next door neighbour!
if you find you are blocked, explain the above to the seller and if they deselect the Chan Isles from their ' exclude places' they do not post too, and perhaps add you to their buyer exemption list, you should be able to buy *** item from them.
