Tracking showing delivery no longer releases payouts faster, when a buyer pays, the payout is released within 24 hours. However, there are T & C's here. Your account must have no defects in the last 12 months, you have made sales of £150 or more in the last 5 years.
I also notice you have returned to selling after a long break, eBay may then hold your initial payouts for longer as they wish to see it's the genuine owner returning to sell, as sudden selling activity may mean the account has been hijacked. A longer hold is a good security measure for both you and the buyer.
Also having just returned to sell, check you have registered for eBay's Managed Payments fully and correctly.

You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
