eBay will usually wish to verify your new bank details, as you can appreciate this vital security measure, otherwise it could be anyone adding their own bank account to a hijacked account, and receiving payouts from sales!
The usual method is for 2 micro deposits to be sent to that bank account for you to confirm back to eBay showing them they have the correct account holder.
They're not sent instantly, mine took 5 days to appear, and they're tiny only a few pence each so easily missed however if you don't see them appearing next week contact Customer Services link and times below, to send 2 more. Then, it can take another 5 - 7 days to process before you will see payouts in your new bank account.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.
eBay Customer Service
Lines open 8 a.m. - 10 p.m. on weekdays
9 a.m. - 6 p.m. on weekends.
Automated agents will be available on chat outside of the above hours.
I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.
