I want to pay a seller in the USA using my U.K. eBay balance but there’s no option on checkout showing to do this.can someone please help

If you have a cleared and available balance showing, when you're at checkout there's a list of payment methods to select from, at the top is the eBay balance one you can select.

Read the rules. Balance can only be used for purchases in the UK.
Why don’t you withdraw balance to bank account then pay from there?
