Payment - WITHDRAW TAB Not working

Hi, does anyone know If there are issues with WITHDRAWING Funds from Ebay Balance? I have tried this morning, but the WITHDRAW Tab, which is usually BLUE, is now in a feint Grey colour and nothing happens when clicking on it?
