Hi, I am the buyer, the seller didn't pay enough postage for an item so I had to pay £4.80 extra, I contacted them and offered to go halves on the extra, didn't have to, but I know what it's like as a small business, they kind of agreed but have gone silent, can I raise a case to claim a partial refund or would I have to request a return? And what reason would I give for the return? The item arrived, I just had to pay royal mail.

Always best to refuse, and get a full refund.
If seller does not know how to work out correct postage, refusing to pay teaches them a lesson, as it costs them the postage as they have to refund in full.
All you can do is leave appropriate feedback, best just to say “unsatisfactory transaction” then no grounds for seller to get it removed.

Ebay don't get involved with postage disputes, This is between you and seller.
You could have refused to pay the fee and opened item not received case.
