Hi I’ve received my order which is a vax charger & battery when I’ve checked out the items the charger is working fine but the battery doesn’t charge so is definitely faulty.
Ive contacted the seller & have heard nothing back as yet I noticed that he has no returns on his seller account.
I’am happy to keep the charger however the battery doesn’t work or charge so will I need to return it for a partial refund.I’am just trying to find out the best way to proceed with this issue & that I’am covered & correct in requesting this from the seller.

When sellers say no return it only applies to "change of mind" returns. You're always entitled to refund if item not as described. Unless the seller offers partial refund or replacement upfront you'd have to return the whole lot for a full refund.

select "Doesn't match description" and if necessary escalate it to eBay after 3 complete working days.

You'll have to return the entire order unless the seller agrees to a partial refund, use the money back guarantee, select a not as described reason and the seller is responsible for return postage cost.

No returns means it is a private seller, but that does not mean that not working items cannot be returned, but it is all or nothing.
You have to open a not as described return, seller then has to provide a reply paid label and you return for full refund.
Of course seller may be able to offer a partial refund, or working replacements, but you must not close case until satisfied, as once closed cannot be reopened.
You have to deal with this within 30 days of receipt, and the surest way of being satisfied is getting a full refund.

As you have found it is pointless to "contact the seller". All problems must be dealt with through eBay by "opening a case". This notifies eBay and the seller. The seller sends a label to return within 3 business days. If they do not then you escalate the case and - probably - get a refund by eBay. Otherwise if the label arrives you return the item and the seller refunds within 48 hours. As said you will have to return the whole item [but at the cost of the seller].
You use the reason "does not match description" or "faulty" because the whole item does not work. It is assumed that - unless marked "for spares or repair" it is in acceptable working order
