If you can't open a case for item not received because of the refund, you will have to contact ebay CS.
The seller has messed this up by refunding without a case being opened as only ebay can refund the rest of the payment.

Did you try opening a Not Received Case, as that would be correct way to go. So many members just contact ebay who will say anything to make them go away, as with a case if seller does not respond THROUGH the case, it is then up to buyer to escalate to ebay. That is the point at which ebay get involved.

You should have opened an eBay item not received claim, this would have got you a full refund of your original payment.
Did you pay with a debit or credit card?

I talked to ebay they say nothing the can do. As of the refund has been made.
I've had a few issues with amazon over the year and the sorted a refund without any issues.

Kat, the OP has been told by ebay CS that they won't get a full refund because the seller has already refunded their bit of an international transaction.
That surely can't be right?

Thanks for the tag @papso22
There is no case for them to do an auto refund. For these situations cases should really be opened because if the seller doesn't fully resolve the case it can be appealed and any refund necessary can be done through the case.
However I would advise to contact customer support again and ask them to review. Have them review the order details to show no delivery confirmation and any communication from seller advising of full refund. We can't take any action here so you would need to go through customer support here.
Thank you,
Kat

Thanks Kat. Clearly there is an issue where a seller 'jumps the gun' with what is in effect a partial refund, and so prevents a case being opened.
