I placed the order 21-13225-57787 and the seller claimed problems with the delivery address, in which the address was correct, there was no problem, as for the refund I still haven't received it, to receive they charge on the spot but to return the payment they keep delaying, I need a refund so I can buy another product from a person who doesn't claim problems with my address

If you have had an email from Ebay saying the order has been cancelled and your refund is being processed your money will be on its way back.

It may take a few days depending on how you paid, but the speed of the refund is not controlled by the seller.

There may be nothing wrong with your address, but, if you bought using this account, the seller might have been worried about selling to a brand new account.
