I have a buyer who is trying to send me an offer that I am willing to accept but the system keeps rejecting her offer before I can see or accept it

You may have auto reject below a certain price, without realising.   Revise the item and see if that's the case.    Or you could try putting their ID on your exemption list to remove any other blocks:
