Hi 

I received an offer for an item but didn't accept it and time is up. Am I able to contact the buyer now around accept the offer as i've changed my mind?

Send the  buyer a message to send the offer again throug your Best Offfer option,  this will go through,  unless it's past their 3 rd attempt,  you can then accept it and it will sell to the buyer,  for that offer price.

Hi thanks for your reply. Don’t know how to contact the buyer. I have their eBay name but not sure how to send message.

Do you have that buyer's message?  Click on their highlighted ID then far right is the link Contact.

Or,  on your homepage, go top right click on  Advanced.

Even though you are looking for a buyer, left sidebar click on Find seller,  enter their ID scroll down to Show items >>  Search.  It will bring up their profile page, again far right should be the link for contact.
