Non delivery.

Received message from evri saying delivery would be late. 3 days later was told delivery would be 21 Feb. Next message said item delivered. Doorbell not rung no card through letterbox not with neighbours.  Going round in circles trying to contact ebay or seller

You don't need to contact Ebay or the seller.  You do need to open an 'item not received' case.

That will start the Ebay process although, if the seller has tracking proving delivery, you may not get a refund that way.
