Two weeks ago i had a non paying buyer who asked for extra time. i said i would wait. & days later the same buyer bought another expensive watch. he has not paid for either of them. I know i can cancel the orders but that still leaves the buyer able to do the same to someone else even if i block them and ebay gives them two non paying buyer strikes. How many times before ebay shuts down their accounts?

We don't know how many it takes but as long as sellers complete non-payment cancellations it shouldn't be long. You can use this link to put a general block on buyers with non-payment cancellations on their record:
https://www.ebay.co.uk/bmgt/buyerrequirements
Select options then tick "Apply above settings to active and future listings" at the bottom.
