Does anyone know why I cannot use the promote feature on my new account? My partner also has a relatively new account also and the promote feature was available from the start on their account, so I don't understand why I don't have it.

Not all listings comply, promotion boosts the item to the top of the search lists, so eBay monitor each category as to to how many they can allow. If every single application was accepted, there would be no point.
So if it's not there for your item, it's currently, not available for that category.
