You don't seem to understand your duties as a business seller. How could you tell your buyer that you didn't accept returns when your listings state clearly that you do? As a business seller you are required to accept returns for any reason, both by eBay and the law. And to save you asking, buyers are entitled to open new and sealed items to inspect them.
The House of Lords debated this point when the first distance selling regs became law. They decided that as buyers don't have the chance to physically inspect distance purchases items before buying them, and as by selling online sellers don't incur the cost of maintaining shop premises, they must be prepared to let buyers open them and inspect items, and return them for any reason if tthey wish to do so.
Please don't complain to us or to eBay about this, because it's what the law requires.

You are a business seller and should accept returns for any reason but if just change of mind then buyer oays return postage.
Denying a buyer their legal rights would not impress ebay..

Problem SOLVED 🙂 The purchase amount has been refunded, but the buyer can no longer change the negative comment because in the first case he did not accept the change. Should the buyer contact customer service?

Have you sent the buyer a feedback revision request?
This is the only way it can be revised

Hi. Yes i sent feedback revision request but at fist buyer refused to change ( i refunded , keep item ) and now agrees to change ( I think only option buyer phone call customer service )...

Once a revision request has been declined by the buyer nothing more can be done, not even by Customer Service
